Suggest its best in your had luggage though in case your main luggage doesn't arrive with you.

I asked this at an airport recently, and was told it didn't matter.
The answer I got was that they get a lot of battery chargers, and know what to look for on their screens. If they were in any doubt they would just ask to look at the bag, which would only take a minute or so.
I believe that security is not just based on x-ray checks, but on other things like the fact that explosives/drugs have a certain chemical profile which can be picked up by the equipment they use.

Airlines always advise that you only pack what you need on the flight into your carry on hand luggage. That said, I always pack my chargers in my suitcase for the hold.

Hand luggage always!! You obviously have never lost your main luggage - luckily for you! I have - for 6 days all I had was what I stood up in, and my chargers for my phone and camera were in my main luggage. I therefore always carry it in my handluggage. I also now have a change of clothes in my hand luggage too!
